Rakesh Bainsla is a technology executive in the banking sector and a long-standing community leader. His journey began as a student leader in college and continued in Richmond, his home for the past 15 years. He has servers in his homeowners association Board of Directors, served as President of the India Association—one of the region’s largest cultural organizations—and contributed on the Board of Trustees for Asia Association and in other leadership roles with regional Asian community groups. As Chairman, he brings a builder’s mindset, strong governance, and an inclusive vision focused on culture, service, and youth leadership. Rakesh lives in Richmond with his wife and children and is an enthusiastic dog lover.

Tin Myint, a Richmond resident since immigrating from Myanmar in 1995, is an advocate for community engagement and professional development. A Virginia Commonwealth University (VCU) engineering graduate, he works as an Engineer at Dominion Energy. Myint serves on the Board of Trustees for the Asian American Society of Central Virginia, promoting cultural understanding and community empowerment. He is also a board member for VCU's College of Engineering, supporting aspiring engineers, and a founding member of Dominion Energy's Asian Pacific Islanders Employee Resource Group, fostering inclusivity. His efforts reflect a commitment to advancing diversity and mentoring future leaders.

As a first-generation immigrant from India, Rupali came to the US in 1995 and her family has lived in VA since 2008. She is a licensed realtor and US Notary Public. Her passion for community activism and advocacy has included serving on her children’s school’s PTO boards. She enjoys all forms of arts and loves to make new friends.

Since 2019, Kim Claassen has been serving as a financial professional, providing customized
solutions for families, seniors, and small businesses. Her areas of expertise include financial
education, retirement planning, long-term care, small business tax-saving strategies, asset
protection, 401(k) rollovers, estate planning, and capital gains tax strategies.
Beyond financial consulting, Kim is dedicated to empowering individuals and families to build
financial security and prepare lasting legacies for future generations. She also volunteers at
church and in her community, offering financial seminars and senior academy lectures to
share valuable financial knowledge and wisdom.
